Alternate Endgame: More campaign difficulty levels and challenges.
Maybe this is a hot take, but the campaign is by far the best content in PoE2. Adding more difficulty levels past cruel would make for a really good alternate endgame. Adding more challenges alongside SSF and HC would add a lot of replayability for some players. I want to continue the amazing progression through the acts and continue to face challenges there.
There could still be league content. For example Act 1 has Freythorn for ritual. There are still essences, wisps, strongboxes scattered around the different zones. GGG could very easily add breach and deli to specific areas in the campaign. You could still have something like the atlas tree to juice specific content and target farm. And if needed, side areas could be added onto existing parts of the world as more content is added to the game. Am I crazy in wanting this? Is it really so weird to not want to zoom through arbitrary, forgettable maps? Why not reuse and add on to the expertly hand crafted content that GGG has put so much effort into? I think this would be cool too. It seems relatively easy too. Bare minimum is just increase zone monster level and allow side content to spawn in the campaign just like it does in maps. It should be completely optional though, no perma-upgrades unlocked via campaign 2.0. Though it would be nice if you could get any upgrades you missed in campaign 1.0 via 2.0. At the end of the day I think more options more better so having campaign and maps to do in endgame is better than just maps.

They should add a bounty system in endgame where you gotta go back to campaign levels and take down uber elites or something.
