Heist quest does not do any progress

Hi everyone

I have a problem regarding the heist league mechanich

i wanted to progress with the quest and recruit more npc into my heist

but seems like I don't have any progress on that

even tho I open like 100 of smuggler's cache on the map, but the quest heist seems to not show up

I only have Isla, Tibbs, Huck and Karst rn

I played Heist league before I think I wouldn't miss doing any quest it maybe a bug
