Worth rerolling this wand?

Crafted from a blue with just cast speed. Chaos spells was last affix added. Is it worth rerolling or is it not high enough tier to warrant it?

Yea ideally you need at least a 3 mod.
Thing only has spell damage and + for any chaos stuff. Dealing with that same issue at the moment need my 3 mod fire wand to happen already XD Mash the clean

Cast speed helps with the totem and the extra cold damage helps too. It’s a little better than my current wand but not a huge amount.
