10% Spirit Rabbit Talisman

Since the new patch, the rabbit talisman can procure 10% to spirit when equipped on a sceptre but it only applies the % on the base spirit of the sceptre itself.

Why is it a %, if the result is always 10?

All sceptres have a base of 100 spirit and you only gain 10 more with that talisman.

Those are selling for 90 divine on standard... I assume that people are assuming like I did, that the % is applied on all of your spirit, but it don't.

Am I missing something, is there any other sceptre that have a higher base than 100 spirit? If not, that % is quite misleading.
