attack speed vs skill speed in weapon

Is skill speed always better choice if the numbers are same? The reason i wonder is because when you slot attack speed in runes/talismans whatever in weapon it actually increases the shown base speed of weap. If i slot skill speed talisman in weapon that number goes down again. But im wondering if its just a display issue since skill speed should give attack speed as well as other speeds.

Anyone know?

Did i waste the skill speed talisman on my spear? For reference i am a fire wirling lash lich. So attack speed for the whirl is crucial, i just wanna slot whatever gives more. The skill speed talismans are expensive so i cant just do alot of testing myself. Appreciate any help.
