No citadeles anywhere?

So I played A LOT and am over lvl 90 now. Still no citadels anywhere in my atlas. No matter how far I go in one direction.

My buddies got them even tho they got to maps (way) after me. Did I miss something? Do we have to unlock them somehow?

I did all quests and the only thing left to do is "get the 3 keys from the 3 citadels"
