Flicker strike Charge Regulation interaction

I am running a Flicker Strike build that also uses Charge Regulation and i am wondering if the critical hit chance buff from Charge Regulation applies to Flicker when Flicker is activated while there is a powercharge. Or does the Charge Regulation bonus fall off the moment i activate Flicker since it consumes all Charges?

I think i got my answer when i got a clear non crit with Flicker and 7 Powercharges while Charge Regulation is running yesterday (damage was super low and no Elemental Expression Projectiles were triggered while all conditions for a crit were met).

Monk skill interactions have been a real pain point for me. Like Flicker Strike, you want a bunch of power charges, what else works with power charges? Sure Charge Regulation..except it doesnt really work at all ala your post.

I mentioned this in another post but its worth repeating hoping somehow GGG gets the memo, but also Charged Staff and Staggering Palm. The buff doesn't carry over between weapon swaps even if you're using the same exact Quarterstaff in both slots. It makes weapon swapping on the Monk basically dead.
