Act 3 Lore Incongruance

In Act 3 the Vaal are the most advanced civilization with soul cores and robots and cities built of advanced masonry, but their temple and city are built in the lowlands where they can flood instead of on the high ground (and somehow they built a reservoir mechanism that floods it intentionally?) Love the zone but just realized it's really wild lore...
