Please re-work Flammability

Why does flammability have to gate keep ignite? Is it because pay off skills which consume ignite becomes too easy? We already have payoff skills which consume poison and bleed which both can reach 100% chance to inflict their respective ailments.
Make ignite great like in poe 1, people love being able to build to guarantee an ignite and proliferate it. Make Flammability a proliferation tool. e.g Flammability at 100% will instantly spread an ignite it inflicts to any surrounding enemies within 1.5m of the enemy that got inflicted with ignite. Flammability above 100% scales the radius of that ignite proliferation, e.g at 200% the radius is 3m instead of 1.5m, this proliferation radius scales only with flammability and not area of effect unless specified.
