the Mark of the Abyss Lord affix was locked

Hi
As I know, the Mark of the Abyss Lord, should not have been locked,I don't understand why its affix was locked by a Fracturing Orb this time, and why another affix could even be annulled. This must be a bug. Could you please help me unlock this Abyss Lord affix?
