Ground loot drop buff and crafting nerf suggestion.

I play a lot Id say. Mostly HC and SSF. I love the game but I think loot should be changed completely.
My suggestion is: 1a. only ground loot or using vaal orb should result in t1 mods. 1b. High ilvl items not be able roll low tier (say t6+) mod same way low lvl items cant roll t1 I think nobody is interested in bazilion items on the ground that hold no value. Much less items could drop with higher chance of them beeing good and crafting would fill the gaps. You could even then put thinkgs like "rare items always drop with maximum mods" on passive tree. Greater/Perfect orb dont have to exist at all then. 2. make rarity not increase drop chance of currency. Rarity then would become much more important in SSF and early stage of the game after economy reset (new league) and be dropped later on. With crafting items not able to roll T1 mods you could increase drop chance for ppl to actually use them. All those omens and stuff normal players basically never see. 3. reward ppl for running the toughest of the content with further removal of low lvl tier of mods to have higher chance of great ground loot. There would be natural character progression where with harder content better loot would natrually drop to progress futher. Effectiveness would come into play here.
