Insane stuttering since 0.4 launch

Ever since 0.4 launched I've been experiencing the worst performance I've ever seen ingame, Previously have had no issues, no stuttering, just network issues at the worst

Now its constant stuttering every area of campaign, every new area nothing but stuttering, its so incredibly frustrating and actually hindering gameplay, running through a map start shooting all the sudden freezes uo, jumps between points like its network issues but its not, No other games are having network issues, no connection problems or outages

Nothing but performance issues, Ive tried it all, deleting shader cache folders both in steam shader cache, and poe2's actual shader cache files, updated shader cache to 100gb, every setting is on the lowest possible setting, and it still stutters

Ive previously been able to run the game on highest settings at a constant 100+ fps, no stuttering at all until season 4......

Update : Its gotten even worse, currently in the prison area in act 4 trying to fight the boss and its legit stuttering at every point, previously had 0 issues like this, 3 playthroughs last season, no stuttering like this, network is legit spiking to 1500ms at certain points like when using certain skills

I DONT GET IT WTF GGG, FOCUS ON POLISHED UPDATES STOP PUSHING OUT THIS UNPLAYABLE GARBAGE
