Scion class in v3.0.0

Because in order to unlock Scion class, we must clear normal difficulty, I want to ask - Scion in Fall of Oriath will be unlocked...:
a) ...when we clear akt III/IV?
b) ...when we clear all I-X acts?
c) ...for everyone at the first day of Fall of Oriath?

Can someone from GGG can shed a light at this topic?

Pretty sure they said it will be unlocked at the start.
