Ball Lightning Build Question

Can somebody explain this build to me?

As joosicky said, the costs of this build are totally unreachable for 99.999% of the players. Not to mention that it does not seem to me optimized at all. Coincidentally I'm testing two builds in this Betrayal League, one is Shrapnel Shot and another is Ball Lightning and I discovered that the best way to optimize this skill without needing LMP or GMP is to stack the maximum AoE, so the range of the skill is quite wide and you easily clear the enemy packs. Later, I want to make a topic here about the two builds.
