Can we make private leagues for special events?

Title

With some kind of December event being announced on Monday, will we be able to play in it a private league or will regular trade/ssf leagues be the only option for this event?

Edit: In case someone finds themselves here in the future, the announcement of the events confirmed that we can't make private leagues for them :(
