Cold DoT Occultist 3.16 Scourge - My take

Hi everyone, so ive decided to play this cold dot in scourge, ive been looking at this build for few leagues now and never got to it.
THis time i did and this is my take on it, i did not invent this nor do i take credit, this is just my take on it, and ive kept it cheap AF.
