Use skill while moving

I would like to know if there is an option to use a skill while moving, automatically, as well as on the PC?

For example, a vaal skill such as ''Vaal Grace'' can be used with the left mouse button, allowing the PC player to have 13 skill buttons instead of 12 as console players.
