where is my 4th specter?

can someone help me. I'm playing a minion build. I should have +1 spectre due to the skill, that's fine. And +1 due to the shoes (bones of ullr), but I can't get them. They're not in the tool tip either. Something's not right, isn't it?

The shoes give +1 to the skill gem level, not +1 to the number of spectres.
