Trigger a Socketed Spell when you Use a Skill location?

Trigger a Socketed Spell when you Use a Skill in my crafting bench says "The Refinery" but there is no such recipe in the refinery, i have cleared it completely, so is this an error or am i missing something?

It's in a "secret" location. You have to find the grate in the floor (like the one to get in to the sewers in act 3). This will take you to a small room with the recipe in it.

Oh,i see.. Is it still in the refinery though?
