Glazed Flesh notable is not applied in stats window

I'm a Chronomancer with 30% recoup ascendancy and 5 nodes with 3% recoup taken, one of which is the Glazed Flesh notable skill. In my character stats, although, only 42% recoup shown which means one of this passives does not count at least in a stat block.
