Xbox - can't add friends, friends can add me

Playing on Xbox Series X. When I send a friend request, my friend can both accept it and see me as being online. However, they don't show up to me as being online, nor can I view or see any requests coming my way. The "Friends" screen with all the portraits remain empty with "add new friend."
