Prism of Belief not working. No change to damage or proj count

Prism of Belief Diamond + 3 Level of all Spark Skills. When putting it into an empty jewel socket in my tree, it shows the change to the level of spark in the skills tree, but doesn't change the damage ranges, DPS displayed, # of projectiles, or any other details of the spark skill. Skill is going from lvl 28 to lvl 31 with jewel in. Was expecting to see ~30%+ dmg increase, as that is the flat increase from 28 to 31 spark.
