Player slow effect persisting after expiration

In this video I am running a Sandspit map while everything about my character feeling normal until right about the time I click the shrine. I believe the "Periodic Cold Explosion" modifier from the rare pack next to it left a chilled ground with a -30% slow effect. This slow appears to have never truly expired on my character, despite the debuff effect icon disappearing. Noticing how slow my character feels while at the end of the map I start checking map modifiers and my character stats. While entering my hideout my character feels like normal again. I compare the stats but nothing was different inside the map. I then re-enter the map and I am then also feeling my action speed being normal again.

If you watch closely in my video and compare the before-after apparent action speed of my character it is very clear how I am being slowed.

This bug has happened to me many times before - but I've never really been sure whether it was just brainfog or running a slowed map mod. Now finally I could prove that it is indeed a bug.

I am not actually sure whether this is related to the chilled ground left by the rare pack - but I did test this in the very next map by running a chilled ground map modifier. It has -10% slow. I even found a shrine in that map and clicked it while standing on chilled ground. However, I could not reproduce the slow bug in that map. But I did notice the 10% slow not feeling as bad as in the Sandspit map showcased in the video - it very much felt like the 30% slow that the particular chilled ground did have.

Update: I just reproduced the issue in a new map. It was a rare monster pack with periodic cold explosions that leave a temporary chilled ground behind them with 30% chill effect. I stepped on it briefly and immediately after I was still slowed by the same amount even after leaving the chilled ground and it wouldn't go away (as in, the debuff icon would go away - but I would still be slowed). So I am pretty sure now that this is the culprit (or one of them).

I occasionally experience this as well, though I was not ever able to figure out exactly what was causing it. No icon or debuff but I indefinitely have reduced action speed until I leave the map and come back.

I suspect LiNGeN's theory is correct, as it does seem to usually be after fighting monsters who slowed me, but the debuff effect never expires, even though the icon has gone away.
Today experienced "another version" of this bug. So as before I received the permanent chill debuff without being chilled (no icons, indicators etc), for (almost) the rest of the map. While encountering the last rare mob in the map I entered his chilling bubble (I think it's called temporal something - the area around the rare mob that chills when enetered) and then left it. The result was: the debuff was gone. My AS and MS went back to normal.
