Missing sections of my settings

Hello,

PS5 account. I am missing sections of my settings tab. Specifically the general section of the inputs tab.
I can scroll up into the section. but i cant see any of the settings. I know they are there because my cursor disappears and it takes the same amount of clicks down to reappear as it does going up . This is extremely frustrating because my targeting mode cant be switched and i hate what it is on.

How do i fix this.
