Cast on Shock with Ball Lightning and Lifetap not working for Weapon Set 2

Cast on Shock with Ball Lightning and Lifetap not working for Weapon Set 2. Works fine with weapon set 1. I have tried switching weapons. I have tried equipping and unequipping. I have tried using a different character. I have tried using a lower level skill gem and have tried tweaking the stats.

This combination does not work specifically for any weapon set under weapon set 2. I am using 2 bows.

The only thing that fixes this issue is removing Lifetap.

Lifetap is not suppose to work for any spirit skill so if It does work with weapon set 1, that itself is a bug.
