New to POE 2, Have some questions

I've never played POE, just now starting POE2

This build says to use these, what are these 3 things? and how do i get them?

Also, wondering how i get stats like dex or strength, do you only get stats from gear or passive tree? Also which stats should i aim for, as a deadeye lightningg arrow rangeR? ty guys!!

so this means
- you can anoint an amulet (lets say its craft an passive skill tree node on you amulet)

so you should aim to craft one of these 3 (cause you can only craft 1 on your amulet) and it depends what you need or what you can pay

how to anoint you amulet?
- you need oils to anoint (3 oils)

where do you get oil?
- run the delirium mechanic in endgame or trade
