Frequently not getting maps after completing a map

I would say about 25% of the time I'm not getting a map at the end of completing a regular map or a boss map. I have the double rare atlas tree mod so I don't know if that's causing some glitch. It's a little frustrating as it's really impacting my sustain considering map drop rates have been hit due to the "guaranteed" map at completion addition. Are other people seeing this?
