Wind Serpent's Fury not useable

Hi all,

I encountered a bug, where my lvl 17 WSF (with 4 Link, without Gems) is not useable and does not show tooltip dps.
Another newly created WSF is useable and shows tooltip dps.

Unfortunately, now i wasted my greater jewellers orb on the WSF that does not work.
Please fix this and ideally refund my orb.
