Valako Vice gloves and rapid shot

Thought it could be a good idea to trye these glove+heral of thunder on my crossbow rapid fire but i don't think it works ? Should convert 100% fire damage into lightning but no shocking is occuring i even add conduction support to help but still they seems to do nothing ?

Any idea why ? :/
