Vaalnguard spirit cost 33?

Ive seen a little talk about getting vaal guard spirit cost from 50 down to 33 but i cant find anything about it, ive got 20% quality and lord of horrors but i only hit 39. Is there a way to get it lower

Passive in tree to lower by 12% the one with the right and left hand. and the boots bones of uller i think 20% reduction.
