Skill Gem Drops Stuck at the Same Level

After the recent 0.2 patch, I no longer drop the next level of skill/spirit gem that I need but instead only drop level 15. This has been the behavior for at least 100+ skill gem drops. I'm fairly confident this is a bug as my friend who's lower level and doing lower tier maps is getting level 16's already while I've personally never seen one drop for myself. I've also looked at drop charts for skill gems and at my current level of 76 doing tier 4 and 5 maps, I shouldn't be seeing skill gem 15s. I'm running a minion build, maybe the global modifiers affecting my gem levels is causing this bug?
