Health won't regenerate when energy shield increases

I am getting a bug that is killing me. If my health is not full when my energy shield starts to regenerate, that is the max i am able to replenish my health. For example, lets say i take 50% of health damage and my energy shield starts to recharge, no matter how many health flasks i take, check points i pass, different towns i visit, I cant get it higher than that 50%. The only way I can increase my health is to lose all my energy shield and take damage and then quickly take a health flask before energy shield recharges. Dying also replenishes health I have had this bug for around 2 week. Please Please Please help!!!!

Hi thank you for replying! Is this supposed to last even if i go through a portal, refill at a well, level up, or hit a checkpoint? No matter what i do i cannot gain health once it’s stuck at that portion unless i take damage enough to remove energy shield or die. It feels more like a bug than a feature

there is a helmet, don`t remember the name, but that helmet will recover life thru eternal life passive
