Skills and damage from support gems not scalable via supports/passives

Any form of damage provided by a support gem (either as a triggered skill or a built-in damage source) does not appear to be affected by any other support gems, passive skills, or item stats. Most skills provided by support gems cannot be seen via the skill menu, though Decaying Hex's dps is added as a line to the supporting skill.

For example, Decaying Hex's chaos damage per second tooltip does not change if Brutality is socketed (should prevent chaos damage), or if you allocate Entropy (18% increased Chaos Damage). Curse skills cannot normally deal damage, so the fact that Brutality is supportable shows some interaction between support gems for supportability.

Caltrops also only scales with thorns damage inc/red, but it explicitly states in the stats "with this skill", so it is a skill, and should therefore at least scale with physical/area damage.

Nowhere in the game does it mention that damage from support gems cannot be scaled, so is this just a large scale bug, or is can there be an official response to clarify this is intentional?

I was attempting to test if this is only a bug of the display or actual damage numbers in-game by using impending doom support on Colossus (I picked this boss because he doesn't have ES and has a display of the exact damage done above his hp bar) and my results are kinda screwy because of the bug where he just becomes immune but here they are, anyway. I also show decaying hex support with and without % increased spell damage and % increased chaos damage
