Chaos DoT skills not gaining anything from increases to chaos/spell damage.

Hi,

So skills like decaying hex, impending doom etc - anything that does chaos damage over time gain no increase in damage from allocating either chaos or spell damage passives or equipping appropriate gear. Am I wrong in something or is this a major bug that affects most witch; and majority of ranger/huntress builds?
