Chaos Innoculation deadeye spear

When activating "Chaos innoculation" passive skill ,the spells(lighting spear) greys out and not working. This happens on my char ranger deadeye. For example on monk it works.

What supports have you given Lightning Arrow on your Deadeye?
Which unique items does that character have equipped? It sounds like you've either allocated Blood Magic or equipped Mask of the Sanguimancer. "VPs are not required to change their posting style. Ive uneguipped all the skill and support gems and i`ve checked in the tree that i don`t have any passive skills that lose life and removed all the gear except spear
ps: i just talked to a streamer that plays deadeye aswell and has the same issue https://www.twitch.tv/derphealer |

Are you using Tangletongue? This spear is unusable with CI
