I don't see any of your PoE1 characters using Demon Stitcher, so I'll assume this is a PoE2 bug unless you say otherwise.

You gain ES based on the amount of Life Sacrificed. Effects that Sacrifice Life have diminished effects when less than the full value can be Sacrificed.

If you're a Lich with the Ascendancy passive "Eternal Life", your Life cannot change while you have Energy Shield, so you cannot Sacrifice any of it--leading to 0 ES recovery.
