Skill gem no longer works

Unable to assign action to mouse/keyboard. Cut a new gem, upgraded to 4 link. Was able to assign to button but still doesnt work. This is Glacial Bolt. I can put icon on key, but am unable to make Crossbow Shot change to that charge.

Update: Gem info says: This information is currently unavailable. Under "Use with Weapon Set" there is a list of + and - keys as well as unidentifiable symbols.
