missing passive skill point.

I'm currently level 30 and have 37 passive skill points allocated, I've gained 8 points from side quest therefore I'm missing one passive skill point.
What happened was I leveled up from 29 to 30 and was trying to allocate a skill point but in trying so the skill point would not register in my preferred location so i exited the passive skill tree screen and went to turn in the Final Letter from Lailujma's body to Shambrin to get rewarded with a Book of Specialisation, when i used the book i gained 2 skill points but went back to the passive tree and noticed i only had 2 skill points instead of 3 available to allocate.

37 - 8 = 29
Level 30 = 29 skill points
Characters start on level 1 with 0 points.
