Cold Snap doesn't proc(hitbox issue?)

Cold Snap doesn't proc on frozen target almost 50% of the time. It's my main dmg. skill for most cold sorcerer build. Others have said that it doesn't auto-target, then please make the hitbox bigger. This random swing and miss on a core dmg skill is build dis-abling.
