Boots - Movement Speed As Implicit Affix (like Charm Slots on Belts)

In Patch 0.2.0F, GGG added that Belts have an implicit modifier for additional charm slots at specific ilevels, I would like to propose the same thing be implemented for Boots as shown below:

Boot Changes

* Boots level 15+ now have implicit modifier with 5-15% Movement Speed
* Boots level 30+ now have implicit modifier with 15-25% Movement Speed
* Boots level 45+ now have implicit modifier with 25-35% Movement Speed

This change would go along way to improve itemization and a huge QOL increase as base movement speed is too sluggish with limited traversal skills. There are a lot of boots you can't use because they don't have movement speed. Simply put, all boots without movement speed are vendor trash.

Hard agree, at the same time i would love for the base speed to be upped by 10-15% if we're not gonna reach 35% on boots implicit. Even then i would still like the base speed be upped by 10-15% so at endgame we are seeing a 50% movement speed increase compared to now.

It should be no wonder that a majority feels the same, the rake spam movement tech is a clear symptom of the player movement being super slow, especially in the campaign. It should be crystal clear with the statistics backing up why people use rake movement tech, even if they are not going for any kind of spear build.

I reckon the heatmap on the passive tree is also glowing around the nodes that give any kind of movement speed.

The mobs being slowed down a bit was fine but it does not change the distance and time we have to endure to get from A to B.

You only run a map with temporal chains, chilled ground and mob speed increase ONCE. You do not run a temporal map unless you are a pathfinder.
