Targets Glacial Bolt can not hit

Hello,

As the title states, here are some monsters I find my Glacial Bolts can not hit.

Manassa, The Serpent Queen and Tor Gul, The Defiler are the bosses.

Many small monsters such as spiders and most things that hover in the air.
