when i take a vaal and use it on T15 map, i want to get a T16 or a T15.

A "better" outcome would be make it a T15 unidentified. If you want to run it go blind and good luck.

This game deliberately build "bad" outcomes into its RNG just for the sake of having bad outcomes feel really bad. It's obvious from all their designs.

This philosophy of "players must suffer first before they appreciate the rewards" is going to be the root cause for POE2 never becoming a mainstream game ever. The mainstream casual market doesn't like this kind of design. It belongs to an opt-in hard-mode or cruel-mode for people who need that kind of affirmation.

The rest and the majority of the mainstream market will just leave quickly after getting tired of these "time wasting" bad outcomes.
