Zarokh missing - Unique relic drops

Unclear if this is intended or not.

Running Ilvl80 Sekhema with Desperate Alliance.

had 39% increased relic drop chance along with 30% boon and got none of the Relics Zarokh can drop.

Is it intended to remove relic drop with Desperate Alliance or is this a new 2.1 bug?
