Equipment stat tiers are reversed

The equipment stat tiers are currently reversed. T1 being the very high rolled ## and t9 bein low rolled ##
Not sure if this was intended.
Makes seeing the best rolls on good items obvious but also makes whittling omen dangerous.

I dont see anything in there about the tiers being revered. Only a change in the way items drop.

its working as intended (the same as in POE 1)
