Can't assign skills to all buttons on controller becuase they're off screen

Any way to correct/reset this screen? I have the cursor over Y but it doesn't go any further right.

Edit: Changing my panel mode to Fullscreen I can edit key binds, but if I set panel mode back to right it goes back to looking like it does above.

The same issue in couch coop.
Doesn't seem to be affected by resolution but mine is 3640x1800

Moreover, in couch coop you can't switch to fullscreen panel, so the game is literally unplayable for player on the right part of the screen
