[POE2] Cannot equip temporal chains

Hi there, I'm currently encountering an issue with a skill in POE2.

I'm not able to equip the skill Temporal Chains to my hot bar, even though I have already socketed it into my skills tab, and I fulfill the level and attribute requirements.

I'm able to equip other debuff skills such as Hypothermia and Conductivity, but not Temporal Chains.
