Global chat bug

On xbox type in chat select the chat box for global. Type and send, sends once. Don't change the chat preference and it will send in local. Change to another chat and then back and it sends in local again. The most frustrating thing ever. Tried to talk 7 times and it would always send in local chat. And not global.
