Hourglass and conditional supports

Can you at least make it so you can actually use the skill before a timer is put on the skill? It is not uncommon to find myself switching to a skill only to find that the timer is running on it even though I just entered the map. Hourglass does this. Hit and Run is notorious for this. In fact, I don't think I have ever switched to a skill with Hit and Run without needing to move the meters before it will work, which might follow the tooltip, but is moronic, if you have been walking around with a different skill equipped and switch to the Hit and Run skill. Please, fix all of these conditional requirements throughout the game because it is not unusual for there to be problems. Thanks.
