Buff Movement Speed Affixes (Lower iLvl Req on Boots)

For Content Patch 0.3.0, I urge GGG to decrease the iLvl requirements for movement speed affixes across the board for boots. Currently, to get a decent amount of movement speed requires a relatively high item level. For comparison, to get 30% Faster Run/Walk in Diablo 2 requires iLvl 37, whereas in PoE2 it's iLvl 70, which is insane! This is a major reason players think PoE2 feels overly sluggish.

I think changing higher-tier movement speed affixes available at lower iLvls (shown in green below) would really improve the game. I'm also suggesting a new tier called "Wendigo's" that grants 40% Movement Speed at iLvl 75, and name is based on a mythical creature that has supernatural speed.



Boots - Movement Speed Affix Tiers (Changes in Green)

* Runner's: 10% Movement Speed (iLvl: 1, no change)
* Sprinter's: 15% Movement Speed (iLvl: 15, no change)
* Stallion's: 20% Movement Speed (iLvl: 30, lowered to 25)
* Gazelle's: 25% Movement Speed (iLvl: 50, lowered to 35)
* Cheetah's: 30% Movement Speed (iLvl: 70, lowered to 55)
* Hellion's: 35% Movement Speed (iLvl: 82, lowered to 65)
* Wendigo's: 40% Movement Speed (iLvl: 75, new tier)

Everyone complains about the lack of movement speed, but this change would solve alot of the problems with mobility.
