[Bug] Ingenuity Belt prevents Incinerate cone damage when using Blackflame

When equipping the Ingenuity belt while using Incinerate with the Blackflame ring, the skill’s cone damage stops applying completely.
Damage is only dealt by the burning ground effect after fully charging Incinerate.
Removing the belt immediately restores normal cone damage behavior.

Steps to reproduce:

Equip Blackflame ring x2

Equip Ingenuity belt.

Use Incinerate on enemies.

Observe that the cone portion of the skill no longer deals damage — only the burning ground from full charge applies damage.

Remove Ingenuity belt and repeat — cone damage returns to normal.

Expected result:
Equipping Ingenuity should not disable cone damage of Incinerate; the skill should deal normal damage during channeling, regardless of belt.

Actual result:
With Ingenuity + Blackflame, Incinerate cone deals no damage at all; only the fully charged burning ground applies damage.

Additional notes:

Issue only occurs when Blackflame and Ingenuity are both equipped.

Tested with multiple setups; reproducible 100% of the time.
